A former employee of Stane International returned to a now-Stark owned plant to "end the nuclear age." Basically, this action is vengeance for his "death" for blowing the whistle on Stane's pathetic handling of nuclear wastes -- he was shot and dumped overboard inside a nuke waste barrel, alongside many other barrels of atomic wastes. He was then transformed into a being of virtually all energy.
He battled Jim Rhodes-as-Iron Man when Tony Stark was in cryogenic freeze. He's not a true villain at heart (despite him almost trashing Rhodey) as he gave Rhodes a chance to handle his [then] company's nuke problems from the inside.
He also took on Firepower, who was a government agent at the time (IM #288). He is currently at large.
