Arsenal is the robotic "forgotten" secret weapon created by Project Tomorrow during World War II, which was headed by Howard Stark, Tony Stark's father. The Project was HQ'd at the Stark family townhouse, which later became Avengers Mansion. This explains why the robot "suddenly" appeared in Iron Man #114 while IM and the Avengers were battling the Unicorn at the time -- they were all at the Mansion's lowest sub-level.
Arsenal was controlled by the computer program Mistress (see Avengers Annual #9), which was based on Tony Stark's mother's (Maria's) brain patterns. It also possessed numerous weapons systems, including gas, electric force fields, shoulder-mounted cannons, a chest-mounted cannon, freeze blasts, high-power air jets/vacuums, and super-strength. Iron Man eventually convinced Mistress that World War II was over, and that Howard Stark was dead. As a result, Mistress self-destructed and Arsenal was captured (again, in Avengers Annual #9).
