So is this an actual event or just publicity for a new Punisher series and\or bringing the Punisher back into the Marvel U?

I believe Newsarama reported it as a title, not an event, and whether a second Punisher book is being put out, it is being relaunched, or the current Punisher title is being renamed Punisher War Zone akin to how Thunderbolts recently became Dark Avengers, I couldn't say.
